Half Life 2 mystery group photo

On my play through of Half Life 2 I stumbled across a photograph, which intrigued me.

I posted it to my site, with a little speculation on my part, about who could be seen on it and who had been erased from it.

Very much to my surprise I got a lively discussion in my comments section from other people and I decided to keep most of it intact, since I've not seen much about this elsewhere on the web.

Here's my first guess and the conclusions that my visitors have come to:
